This position is part of the School Operations, Bureau of Indian Education. As a Supervisory Management & Program Analyst you will be responsible for the measurement, management and improvement of the Bureau of Indian Education's performance based on metrics to achieve positive outcomes. Ensures that BIE mission and goals are achieved through strategic and performance planning, measurement, analysis, regular assessment of progress, and use of performance information to improve the results achieved.

INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). As a Supervisory Management & Program Analyst GS-0343-15, your typical work assignments may include the following under supervision:

  • Serves as the Chief Performance Officer and provides the leadership and support to the School Operations Division for the transparent comprehensive review, analysis, evaluation of BIE's school operations, programs, and financial management.
  • Serves as the expert counsel and advisor to Director and Deputy Director for School Operations as well as senior management team on research supported strategies for effective school operations and on the development and implementation of financial accountability and budget performance initiatives.
  • Supervises and oversees the audit team who are an independent and objective group that reviews and evaluates programs, operations and organizational performance, makes recommendations, and provides technical advice and assistance to improve the efficacy of school operations.
  • Identifies opportunities for process, program and operational improvement in the BIE school operations functions through audits, reviews, benchmarking studies, and longitudinal studies; collaboratively designs or redesigns processes based on best practices.
  • Develops benchmarks and metrics to measure progress and efficiency toward achieving the strategic goals, objectives, and initiatives of the School Operations Division. Based on the results, provides strategic and operational direction for the School Operations Division, in such areas of Budget and Finance, Acquisitions and Grants, Facilities, Human Resources, Facilities, School Safety, School Property and Education Technology.
  • Designs and/or participates in the design and implementation of organizational accountability systems to measure and improve the effectiveness of financial and budgetary processes and the efficiency of school support services and programs, including cost effectiveness
  • Analyzes why performance is, or is not, meeting requirements and recommends implementation of new processes or program emphasis, redefinition of metrics and measures, or reprogramming of resources, as appropriate.
  • Oversees and monitors federal mandated accountability and corrective action plans.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

For GS-15: one year of experience equivalent to the GS-14 in the federal service performing duties such as: measurement, management and improvement of Indian education performance based on metrics to achieve positive outcomes; ensuring Indian education mission and goals are achieved through strategic gathering and performance planning, measurement, analysis, regular assessment of progress and use of performance information to improve the results achieved; serving as an expert advisor to senior management on research strategies and the development and implementation of financial accountability and budget performance initiatives; performing duties to support budget, finance, grants, contracts and self-determination inherent functions; and negotiating with management and program official to accept and implement recommendations for improving performance.
