This position will be filled on a temporary basis not-to-exceed one year with a possible 1-year extension. After serving in this position the incumbent will return to the same or similar position and the previous grade held before the temporary promotion.

Responsibilities

Joining Customs & Border Protection will allow you to use your expertise to analyze and advise management on Human Capital program activities which will impact Customs and Border Protection. Apply for this exciting opportunity to strengthen the Department's ability to perform homeland security functions by supervising, developing policies, conducting special studies, and providing technical assistance. This position starts at a salary of $103,106 (GS-14, Step 1) to $134,038 (GS-14, Step 10) with promotion potential to $134,038 (GS-14, Step 10).

In this position, you will strengthen the Department's ability to perform Human Capital functions by supervising Management and Program Analysts, developing policies, conducting special studies, and providing technical assistance. Typical work assignments include:

  • Analyzing major aspects of substantive, Human Capital management programs that are complicated by interrelated issues, conflicting goals and objectives, subjective concepts, uncertainties, and difficulty in the verification of findings and conclusions.
  • Planning the work to be accomplished by your subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of the work, assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluating work performance of subordinates, giving advice, counsel, or instruction to employees on both work and administrative matters, interviewing candidates for positions in the unit, recommending appointment, promotion, or reassignment to such positions
  • Identifying developmental training needs of employees, providing or arranging for needed development and training, finding ways to improve productivity or increase the quality of the work directed, and/or develop performance standards.

Qualifications

GS-14: You qualify at the GS-14 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. Examples include conducting region wide studies and evaluations of programs administered by different organizations within the agency that involved isolating, identifying, and recommending solutions to critical problems affecting the administration of important national programs and the attainment of agency program goals and objectives; and serving as the project officer responsible for the evaluation of the effectiveness and efficiency of major program operations throughout an agency where the evaluations take into consideration factors such as cost effectiveness, attainment or program goals and objectives, and compliance with pertinent legal and regulatory guidelines.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must: * Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and * Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/20/2018.
