This position is located at the Peace Corps headquarters. The purpose of the Program Support Specialist position is to coordinate efforts regarding the granting of medical, security and country clearances on behalf of the Peace Corps with both internal and external partners. The position is part of the office of Overseas Recruitment, Selection and Support (ORSS) and reports directly to the ORSS Manager and the HR Director secondarily. The incumbent in this position provides guidance to regional representatives, hiring managers, administrative personnel, human resources professionals and employment selectees on the clearances’ application and adjudication processes, documents required for the granting of each type clearance, and disseminate information as needed regarding status of pending adjudications. In order to perform the above listed functions incumbent must be sensitive about the importance of cultivating good working relationships with multiple professional partners within and outside the Peace Corps as well as the sensitive nature of information to which incumbent may have or gain access and how this should be handled and retained.

Responsibilities

The Program Support Specialist performs the following major duties:

  • Performs work under clear lines of communications with multiple stakeholders within the Peace Corps to provide guidance on documentation required for the submission and processing of clearances (medical, security, country).
  • Liaises with counterparts at the Department of State’s MED bureau to coordinate the submission and granting of medical clearances and assists employment selectees regarding coordination of appointments with medical practitioners as needed.
  • Initiates, reviews, tracks and monitors security clearances requests and submission activities with government personnel to ensure proper granting of clearances.
  • Develops good working knowledge and understanding of accepted practices to perform non-standard program support assignments, such as procedures related to clearances’ application and adjudication processes and demonstrate their application.
  • Researches and collects information for supervisory review on historical perspective, opinions, and agency decisions related to the program to support program decisions.
  • Researches and collects data to update tracking tools used by multiple personnel that allows for actions to be taken in support of program requirements and completion.
  • Maintains a system of templates, forms, standards of written documents, internal communication and database in the assigned area.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Qualifications

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume.

This vacancy is being announced at two (2) grade levels:

FP-6

Qualifying experience for the FP-6 level includes one year of specialized experience at least equivalent to the FP-7 or GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience assisting with identifying and resolving program and/or administrative issues; Experience applying principles, processes, procedures and terminology used in administrative work to analyze a variety of situations, answer various procedural queries related to assigned work, identify and resolve technical discrepancies; Experience maintaining records, forms and information and possess the ability to understand and apply agency policies to the assigned work.
