The incumbent serves as IT Specialist in the Federal Financing Bank (FFB) as the federal lead and recognized Technical Subject Matter Expert (SME) responsible for designing, developing, implementing, and maintaining the FFB’s Loan Management Control System (LMCS) and for providing advanced mathematical and algorithmic computer science analysis.

Responsibilities

As an IT Specialist, you will:

  • Provide mastery technical program oversight regarding the Loan Management Control System (LMCS) and provide expert technical instruction to staff on all aspects of the LMCS software and IT infrastructure.
  • Identify problems and formulate methods or procedures for solutions by using the techniques of computer science and finance.
  • Develop functional computer applications, with thorough documentation, from mathematical and algorithmic models.
  • Provide technical assistance to the FFB's accountants, loan administration staff and management on research and special projects.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service. Specialized experience for this position includes:

  • Experience leading systems design and development necessary to translate mathematical and financial logic into fully functional computer applications; AND

  • Experience leading software modernization of Federal IT systems including the programming of legacy Fortran systems into Java; AND

  • Experience applying J2EE frameworks to develop applications; AND

  • Experience providing advanced financial math calculations, especially as it relates to designing loan pricing and other financial calculations underlying federal IT systems.

In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14level for 52 weeks.
