This position is located in the Office of the Chief Risk Officer, Department of the Chief Executive Officer, in Washington, DC. The Financial and Program Specialist will provide generalized staff support for all grantee compliance oversight activities, including the Improper Payments Program, National Service Criminal History Check compliance, and Grant Portfolio Risk Assessment within the Office Chief Risk Officer (OCRO). The Specialist will serve in a cross­ cutting role and collaborate with all CNCS units to recommend business process improvements .

Responsibilities

With regard to the PRC areas and functions, the Financial and Program Specialist will:

  • Interpret laws, regulations, policies, procedures and other documentation relevant to the PRC e.g. National Service laws, the National and Community Service Act of 1990, as amended, (42 U.S.C. 12501 et seq) (NCSA); the Domestic Volunteer Service Act of 1973, as amended (42 U.S.C. 4950 et seq) (DVSA); CNCS's implementing regulations in 45 CFR Chapter XII and/or XXV; and OMB Regulations 2 CFR Chapters I and II, Corporation Policies and Procedures, Terms and Conditions, Grant Application Materials, audit documents, financial records, financial statements, accounting systems, internal controls, documentation related to risk management and other documentation relevant to the PRC.
  • Serve, as necessary, as a Contracting Officer Representative (COR).
  • Assist in the development of tools, trainings and guidance to support effective implementation of the PRC.
  • Assist in developing, interpreting and implementing PRC policies and procedures.
  • Represent the agency and the OCRO to management, staff, stakeholders and partners on internal and external working groups, teams and projects. Support strategic alliances and partnerships.

Compliance: * Assist grantee compliance efforts including compliance with the National Service Criminal History Check (NSCHC) and Improper Payments programs. * Support training, technical assistance, and guidance delivery to CNCS staff and the grantee community to resolve NSCHC compliance and enforcement issues. * Support the alternate search procedure (ASP) process by reviewing data and maintaining metrics and tracking. * Serve as a back-up to the "channeler" and other CHC contracts. * Serve as the back-up technical expert and COR as necessary for Federal Bureau of Investigation (FBI) audits. * Review and assist in developing responses to audits of CNCS and OCRO from the Office of Inspector General, congressional inquiries and other entities. * Assist with the Extraordinary Circumstances Waiver (ECW) process. * Assist in developing NSCHC debt collection and ECW reports for submission to the OIG. * Provide staff support, as needed, to the OCRO governance body. * Assist in data collection and transaction testing for the compliance program. * Assist with compliance recovery activities. * Assist with independent compliance audits within OCRO. * Other duties as assigned.

Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to at least the lower range of the NY-02 pay band, which would be at or equivalent to, the GS-07 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience must include experience in at least one of the following functions: grant risk management, grant compliance, grant monitoring, grants management, or criminal history checks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Education

If you are qualifying based on education alone, you must have one full year of graduate level education or superior academic achievement as defined by being in the upper third of your graduating class; or possessing a 3.0 GPA or higher over four years of education; or possessing a 3.5 GPA or higher during final 2 years of education. Such education must be from an accredited institution and demonstrate the knowledge, skills, and abilities necessary to perform the work. You must submit an unofficial copy of your college transcript. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.

You may also qualify based on a combination of education and experience, if applicable.
