This position is located in the Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC). S/GAC is responsible for implementing the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) -- the U.S. Government initiative launched in 2003 focused on saving and improving the lives of those suffering from HIV/AIDS around the world.
The incumbent of this position serves as the Executive Director for the Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC). In this leadership capacity, the incumbent directs S/GAC's Executive Director's unit and is responsible for analyzing, evaluating, and improving the efficiency of administrative operation, organization, and management of S/GAC.
This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

- Manages, oversees, and supervises a subordinate staff of generalists and specialists consisting of Department direct‑hires and contractor staff.
- Develops and establishes policies, rules, processes and procedures that guide the organization's internal operations and facilitate the management of the interface between the other S/GAC organizational elements.
- Serves as the senior or principal advisor and consultant and reports to the Deputy Coordinator for Management, Budget, and Operations regarding the day‑to‑day management, supervision, and administration of all aspects of the organization's internal operations.
- Plans, directs and oversees, on behalf of the Deputy Coordinator for Management, Budget, and Operations, the Principal Deputy Coordinator & CMO and other Office principals, the development and subsequent revision of the organization's annual and multi‑year internal operational plans.
- Conducts reviews of internal operations to evaluate accomplishments and/or progress to date and to identify reasons for successes and shortfalls.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Qualifying specialized experience must demonstrate the following:
- Experience developing, implementing and revising operational action plans and/or program initiatives; and
- Experience overseeing, managing, and directing a multi-functional range of administrative, human resources, and information management functions. There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
- Ability to assign, review, and supervise the work of others;
- Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
- Ability to adjust to change, work pressures, or difficult situations without undue stress;
