DoD Communications Network Program and Policy Support

SPECIFIC JOB DESCRIPTION

The ideal candidate will provide DoD Communications Network Program and Policy Support. The candidate shall furnish all labor, supervision and quality control necessary to provide comprehensive program oversight, systems engineering, analytic and technical support services required in the area of DoD Communication Networks, Communications Network Management and Federal-DoD interagency communications efforts.

Responsibilities include:

  • Provide technical expertise and analysis support on current military and future force communications network portfolio policies, networking and communications architectures, systems, and related cyberspace initiatives necessary for Joint Concepts and Operations in the air, ground and maritime domains.

  • Support the development of DoD Communications policies and architectures needed to support the Joint Information Environment (JIE) and the DoD Information Enterprise Architecture.

  • Support Enterprise Architecture Engineering Panel (EAEP) and Enterprise Architecture & Services Board (EASB) reviews, architecture development, and assessments.

  • Provide technical and analytical support for the coordination and participation in leveraging DoD Communications policies and systems in joint concepts and integrated architecture solutions to resolve validated warfighting capability gaps.

  • Support DoD Communications and Information Technology policy initiatives by leveraging knowledge of the Joint Capability Integration and Development System (JCIDS) process, Defense Acquisition System (DAS), Planning, Programming, Budgeting and Execution (PPBE), and other related formal decision and staffing processes within the DoD.

  • Support DoD CIO and Department of Homeland Security (Homeland Defense and Continuity) partnered efforts such as, but not limited to Defense Support to Civilian Authorities, FirstNet, and (Enterprise) Land Mobile Radio initiatives in the air, ground and maritime domains.

  • Support and participate in such governing and/or capability boards as the Military Command, Control, Communications and Computers (C4)/Cyber Functional Capabilities Board (FCB) Working Group, C4/Cyber Functional Capabilities Board, Cyber Capabilities Working Group and Military C4 Electronics Board (MC4EB) working groups, as well as Service specific boards and/or working groups. Support the coordination of DoD CIO positions on MC4EB topics and provide for the development of briefings and briefing materials for use by DoD CIO senior leadership at the MC4EB Coordinators, Deputies and Principal meetings.

EDUCATION AND EXPERIENCE

Advanced degree in a discipline relevant to the position plus at least 10 years of relevant professional experience; or at least 15 years’ relevant professional experience.

SKILLS AND EXPERIENCE

  • Ideal candidate must have an active TS/SCI

  • Prior experience with DoD Communication Networks

  • Prior JIE knowledge

  • Knowledge of the Joint Capability Integration and Development System (JCIDS) process, Defense Acquisition System (DAS), PPBE, and other related processes within the DoD.
