The incumbent serves as a Supervisory Loan Specialist in the Portfolio Review, Compliance and Reporting branch (LP-52) within LP-50. In this capacity, the Supervisory Loan Specialist has management authority over the portfolio review and compliance functions and federal and contactor staff supporting LP-52 functions. The incumbent reports to the LP-50 Director. As manager of the portfolio review and compliance, the incumbent performs and evaluates technical tasks and exercises supervisory responsibilities over a staff responsible for internal assessment, internal controls and compliance.

The LPO mission involves the administration of federal loan guarantee programs authorized under: Title XVII of the Energy Policy Act of 2005, as amended (EPAct): 10 CFR Part 609 (Final Regulations): Section 1705 of the American Reinvestment and Recovery Act of 2009 (ARRA): and Section 136 of the Energy Independence and Security Act of 2007 (EISA). These programs provide loans to eligible and viable innovative or commercially-ready energy technology projects, and support the development of advanced technology vehicle manufacturing (ATVM) and associated components.

The PMD is responsible for proactive monitoring of approved transactions to ensure that project risks stay within acceptable levels. The PMD restructures defaulting or defaulted projects that are deemed going concerns in accordance with acceptable commercial standards, accurate and timely processing of claims, maximizing recoveries to the U.S. taxpayer. The PMD provides comprehensive reports on portfolio loan performance on approved projects to the appropriate authorities and constituencies. xxxxxxxx

As a Supervisory Loan Specialist you will:

  1. Manage portfolio review and compliance requirements for a multi-billion dollar portfolio of federal loan and loan guarantees invested in advanced energy and vehicle technology projects. Ensure compliance with delegated authority limits and established portfolio management standards and requirements.
  2. Supervises federal and contractor professional staff performing portfolio review and compliance functions.
  3. Establish portfolio review and compliance policies and procedures in consultation with the Assistant Director and evaluates the adherence of portfolio transactions to these policies, procedures, and regulations by the LPO.
  4. Manage the compliance oversight process, which includes the preparation of monthly, quarterly, and annual compliance reports presenting findings and recommendations on behalf of LP-52. Evaluate the compliance investigative procedures and develops effective enforcement strategies.
  5. Evaluate present and potential portfolio risks due to lack of compliance with federal requirements, terms and conditions of loan agreements, or industry standards that may impact the LPO loan portfolio and recommends measures to prevent or limit liability to projects within the portfolio.
  6. Oversee the scheduling and conduct of on-site audits related to Davis-Bacon. Ensures compliance with Davis-Bacon, Cargo Preference, and other federal regulatory, permit, and license requirements, as well as applicable State and local laws.
  7. Manage and track all approved exceptions to transaction terms and conditions affecting LPO policy to detect shifts in the risk characteristics of each sector loan portfolio. Prepare and concur on formal Title XVII and ATVM review and compliance documents, official briefings, presentation materials, and program announcements related to Title XVII and ATVM review and compliance activities. Oversees, and retains records on all approved exceptions to policy related to the detection of shifts in the risk characteristics of the loan portfolio.
  8. Manage the risk of impairment to DOE and LPO from failure to adhere to PMD internal standards and policies. Have overall responsibility for aggregating exception levels to be analyzed regularly to determine risks that exceptions create in the aggregate or individually.
  9. Provide guidance to LP-52 on issues related to portfolio review and compliance relative project risks revealed through oversight and inspection. Conduct internal reviews of the adequacy of portfolio reviews and project compliance.
  10. Identify the resources, including human capital and electronic systems, necessary for the execution of the responsibilities of the Portfolio Review and Compliance branch. Havae oversight responsibility for PMD’s information infrastructure.

  7. Knowledge of portfolio review/monitoring and compliance laws, regulations, policies, procedures, practices and operational guidelines related to portfolios for loans to energy technology projects and advanced technology vehicle manufacturing.
  8. Knowledge and skill related to establishing portfolio review and compliance goals, priorities, plans and procedures.
  9. Skill in oral and written communications to write business correspondence and reports as well as to make presentations to explain financial models.
  10. Ability to communicate complex ideas and concepts orally and in writing to and for high-level officials.
  11. High-level knowledge of the issues related to review and compliance oversight and risk avoidance to limit portfolio impairment. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
