A successful candidate in this position will serve as a senior Human Resources Specialist (Employee Benefits and Employee Relations) performing the full range of functions for both Headquarters and the field for the Department of Energy, Office of the Chief Human Capital Officer in the Office of Corporate Executive Management (OCEM). OCEM manages the human capital programs related to the employment lifecycle for the Department's Senior Executive Service (SES), Senior Professional (SP), which includes Senior-Level and Scientific and Professional positions, Excepted Service (EJ, EK, ER, ET, and EWQ and political appointees.

As a Human Resources Specialist (Employee Benefits and Employee Relations), you will:

  • Provide authoritative advice and expert technical guidance and consultation to executives, managers, employees, former employees, annuitants, survivors, and beneficiaries on a variety of employee benefits topics including: the Federal Employees Retirement System (FERS), the Civil Service Retirement System (CSRS), the Federal Employees Group Life Insurance (FEGLI) program, the Federal Employees Health Benefits (FEHB) program, dental and vision insurance, Flexible Spending Account (FSA), the Thrift Savings Plan (TSP), workers compensation, long term care (LTC), injury compensation, and long-term disability programs;
  • Interpret rules and regulations to provide expert advice and counsel to executives, political appointees, managers and employees on all aspects of benefits;
  • Coordinate with the Office of Policy, Accountability and Technology (HC-10) on the interpretation of policy issuance, regulations, and laws relative to employee benefits;
  • Analyze pertinent factual and legal issues and provide opinions on the potential effect on agency programs and activities;
  • Identify, evaluate and implement innovative ways to educate executives and political appointees on employee benefits programs and service delivery;
  • Provide information and guidance on issues related to eligibility, opportunities to enroll and/or change enrollment/coverage, creditable service, survivor benefits, and related matters;
  • Determine proper retirement coverage and creditable service;
  • Conduct one-on-one retirement counseling, prepare retirement calculations, interpret regulations, evaluate employee retirement options and advise accordingly;
  • Provide expert advice and counsel to employees and managers on the Federal Employees’ Compensation Act (FECA) which is administered by the Office of Workers’ Compensation Programs (OWCP). Serve as the OER point of contact and provide information on compensation benefits for disability due to personal injury sustained while in the performance of duty. Prepare, maintain and regularly update OWCP case files for cases that result in temporary or permanent disability and provide counsel, assistance and documents coordinator for disability compensation payouts;
  • Advise the proposing and deciding officials on recommended Department approach to reported misconduct and ensure that disciplinary actions are defensible before a 3rd party and adhere to governing regulations and case law. Prepare proposal and decision letters ensuring documents are prepared in accordance with applicable statutes and/or procedures. Research, analyze and evaluate all misconduct cases to determine the appropriate disciplinary actions based on reports of investigations or other referrals;
  • Identify and propose solutions to problems that are unique and precedent setting. Evaluate and make recommendations concerning overall program plans and objectives; and
  • Work with managers and agency officials to plan, review, and implement new developments in the area of employee relations and ensure consistency in application.

  7. Knowledge of Human Resources concepts, principles, and practices related to retirement, insurance, injury compensation and other employee benefits programs.
  8. Skill in identifying problems impacting HR programs and operations in order to develop effective recommendations and solutions.
  9. Ability to effectively present complex technical information and options, both orally and in writing to a diverse audience including senior management and representatives of other government agencies. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
