This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

The primary purpose of this position is: to serve as an expert education and training advisor to the Director, Air Force Sensitive Activities Office (SAO). Provides leadership, advice, expertise, and guidance throughout the SAO in the areas of: instructional systems design, development, sustainment, training operations & management, organization & staffing, student programming and general administration in support of Air Force Sensitive Activities training programs.

  • Serves as the top education and training advisor for the SAO Director.
  • Manages training program total support requirements to include personnel, course scheduling and programming, equipment, facilities, budget, contract management and other resource requirements.
  • Serves as Instructional System Development (ISD) consultant for the SAO, providing professional instructional systems advisory services to leadership and managers
  • Represents the SAO at relevant US Government, DoD, and AF training advisory events and also represents the SAO at a variety of installation and functional area meetings when training equities are addressed.

Qualifications In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirements Bachelors or higher level Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.

Expert knowledge of professional human learning theory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services. 3. Comprehensive knowledge of service testing and evaluation sufficient to apply experimental theories and new applications to issues, and provide technical advice and direction in support of training systems and associated support equipment. 4. Knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies and of standard Contracting regulations, practices, and procedures. 5. Skill to devise professional evaluation criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology on current training systems and processes, and measure the effectiveness of program techniques. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. 7. Knowledge of security procedures to handle, protect, and maintain control of TS/SCI/SAP classified material and media. 8. Knowledge of contract management principles, procedures, best practices, laws, regulations, policies, and ethics.
